It is true that even land based casinos have had a decrease in action this year, but there is still hope for the next few days. In the past, the betting gradually increases the week of the Super Bowl up until game time.

March Madness as a whole produces the most betting for sports books this time of year, but that goes on for a whole month. The Super Bowl last year had over $90 million wagered on it. Sports books are still holding out hope that the late push will put them above that number.
